What decided it

The specific locational requirements of the appellant's business as a specialist haulage supplier to Network Rail and abnormal loads operator, combined with the realistic fallback position of the 2008 permission development, clearly outweigh the limited harm to Green Belt openness and justify very special circumstances.

The harm to the Green Belt by reason of inappropriateness and limited harm to openness (attracting substantial weight) was clearly outweighed by significant weight given to the fallback position and the specific business needs, some weight to local employment, and limited weight to lack of alternative sites, resulting in very special circumstances justifying the development.
