The close-boarded timber fence results in significant harm to the character and appearance of the area by being incongruous to the open green verge feature and the pattern of such spaces in the wider estate, in conflict with Policy BE1, and this harm is not outweighed by other considerations.
The significant harm to character and appearance of the area outweighed the limited weight attached to the appellant's concerns regarding anti-social behaviour, dog-fouling, littering and highway safety.
