the benefits of the community park, JKW removal, affordable housing and economic/training contributions, and housing land supply, did not outweigh the harm to character and appearance, living conditions, nature conservation/biodiversity, and the Open Space Network/Green Infrastructure Asset, and even if the paragraph 11(d) tilted balance applied, adverse impacts would significantly and demonstrably outweigh the benefits
