What decided it

The pergola's prominent projection above side boundary walls and occupation of the end-of-garden space, combined with its sizeable and stark utilitarian appearance, causes significant harm to the character and appearance of the conservation area and fails to respect the prevailing spatial layout of the locality.

The private benefits to the appellant (increased usability and privacy of the rear garden) do not outweigh the less-than-substantial harm to the significance of the designated heritage asset, and there are no public benefits arising from the development.
