What decided it
The proposal constitutes small-scale rural development exempt from the sequential test under NPPF paragraph 89, and the modest scale and location of the hair salon would not materially harm town centre vitality and viability, whilst supporting rural economic growth.
The benefits of rural economic growth and business expansion through conversion of an existing building outweighed the Council's concerns about town centre vitality and accessibility in a rural location.
