What decided it
The inefficient use of land at less than seven houses per hectare, which would conflict with the Framework's requirements for optimal use of land and would substantially outweigh the limited benefits of nine new houses.
The benefits of providing nine additional homes and supporting local services were substantially outweighed by the harm to the countryside character and the inefficient use of land, which would make achieving an appropriate housing supply in the district harder and result in greater overall demand for countryside land.
