Main issues, as the Inspector framed them

  • The effect of the proposal on the character and appearance of the area

What decided it

The harmful effect on the rural character and appearance of the area, arising from the introduction of a formal, suburban-style development that would dominate the site and contrast strongly with the existing loose-knit, spacious pattern of development, significantly and demonstrably outweighs the modest housing and economic benefits.

The modest benefits of 5 additional dwellings, economic benefits during construction, and support for local services were significantly and demonstrably outweighed by the harmful effect on rural character and appearance; the presumption in favour of sustainable development under paragraph 11(d)(ii) of the Framework did not apply.
