Main issues, as the Inspector framed them

  • the effect of the proposed development on the character and appearance of the area
  • the effect of the proposed development on heritage assets
  • whether or not the proposed accommodation would provide satisfactory living conditions for future occupiers, with regard to outlook, light and the provision of external amenity space

What decided it

The significant harm to the character and appearance of the area, the Basingstoke Canal Conservation Area, and the setting of the listed Water Witch Public House, combined with unsatisfactory living conditions for future occupants, outweighed the limited public benefits of the proposal.

The limited public benefits arising from the construction of an additional house, the self-build element, and the release of the appellants' existing home to the market did not outweigh the significant harm to character and appearance, the conservation area, the setting of the listed building, and the non-designated heritage asset.
