The moderate social and economic benefits of providing two new dwellings and construction activity, together with modest public benefits from tree works and an interpretation board, do not outweigh the less than substantial harm to the Conservation Area heritage asset, to which great weight must be attributed, and the conflict with development plan policies protecting open space.
