What decided it
The proposal fails the principle test under Policy DS5 as it is not essential to a countryside location and could be accommodated within a settlement, and it would harm the character and appearance of the area by locating new dwellings hidden from the road contrary to the defining pattern of Cross End.
The reuse of previously developed land was ascribed some weight as a positive element, but this was substantially outweighed by the multiple planning harms and conflicts with the development plan.
