What decided it
The large illuminated digital panel in an elevated position would appear incongruous and be a dominant feature that would harmfully alter the character of the local area, and the illumination would make it particularly prominent, with the proposed mitigation measures insufficient to overcome this harm.
The environmental benefits of the scheme and reduction in overall advertising size were outweighed by the appreciable and harmful effect on the visual amenity of the area.
