What decided it
The limited scale and extent of physical change, combined with noise and vehicle movements that would not materially differ from other lawful employment uses at the site and would be adequately controlled by conditions, meant the proposal would not adversely affect rural character or neighbouring living conditions.
The benefits of enabling a rural economic development opportunity (classic car restoration) were balanced against the potential impacts on rural character and neighbouring amenity; the impacts were found to be acceptable and capable of mitigation by conditions, allowing the appeal.
