The development would not have an adverse effect on character and appearance due to screening by existing structures, topography, and the small footprint and narrow width of the monopole, combined with the demonstrated operational need for improved telecommunications coverage.

The economic and social benefits of upgrading infrastructure and improving the communications network outweighed the absence of any identified harm to character and appearance.
