The materially harmful effect on the living conditions of neighbouring occupiers in respect of privacy impacts, which would significantly and demonstrably outweigh the benefits of the proposed development when assessed against the policies of the Framework taken as a whole.

The modest benefits of six additional dwellings, economic benefits during construction and occupation, and the location in an urban area with good access to facilities were outweighed by the materially harmful privacy impacts to neighbouring occupiers, such that the presumption in favour of sustainable development in paragraph 11(d)(ii) of the Framework did not apply.
