Main issues, as the Inspector framed them
- the effect of the development on the provision of family accommodation as part of the housing mix
- the living conditions of the occupiers of the adjoining residential properties and, more broadly, the residents in the area, with regard to noise and disturbance, property maintenance, waste disposal, parking and occupancy matters
What decided it
The effect on the housing mix of the area, which reinforces the concentration of HMO accommodation contrary to development plan policies seeking family housing provision, was unacceptable and decisive.
The benefits of the development (accredited landlord status, good management, lack of complaints) did not outweigh the harm to housing mix arising from loss of a property suitable for family occupation in an area with high HMO concentration.
