The proposed development would have a greater impact on the openness of the Green Belt than the existing lawful use, contrary to the first limb of Paragraph 149g) of the Framework.

The acceptable loss of surplus stables and the acceptable effect on character and appearance were outweighed by the greater impact on Green Belt openness, tipping the balance against the scheme and resulting in dismissal.
