The housing benefits of three residential units on previously developed land and improved building appearance were given limited weight because the accommodation quality fell below national and local minimum standards; the adverse impacts of failing to accord with the environmental and social objectives of the Framework significantly and demonstrably outweighed these benefits, so the proposal did not constitute sustainable development.
