What decided it

The public benefits of the proposals would not outweigh the less than substantial harm to the conservation areas, given the great weight that should be given to their conservation, and there is no clear and convincing justification for that harm.

The less than substantial harm to the character and appearance of the Harley Street Conservation Area and the setting of the Portman Estate Conservation Area was not outweighed by the limited public benefits of outdoor space provision, additional office floorspace, and biodiversity enhancement.
