What decided it

The proposal would breach the 3% threshold in Policy DMP3 for adult gaming centres and payday loan shops combined, causing material over-concentration of non-retail uses that would adversely affect the vitality and viability of Kilburn Town Centre.

The benefits of adding choice, bringing the property into use, creating jobs and investment did not outweigh the harm to the vitality and viability of Kilburn Town Centre and the harm to the living conditions of neighbouring residential occupiers through noise and disturbance.
