Main issues, as the Inspector framed them
- whether the proposed extension would be inappropriate development in the Green Belt having regard to the National Planning Policy Framework and any relevant development plan policies
- the effect on the openness of the Green Belt
- if the proposal would be inappropriate development, whether the harm by reason of inappropriateness, and any other harm, is clearly outweighed by other considerations, so as to amount to very special circumstances to justify it
What decided it
The cumulative effect of the proposed extension combined with the previous 2004 extension would result in disproportionate additions to the original dwelling, constituting inappropriate development in the Green Belt that causes moderate harm to openness, which is not clearly outweighed by other considerations.
The substantial harm to the Green Belt by reason of inappropriateness and moderate harm to openness were not clearly outweighed by limited weight considerations relating to design, character and living conditions, and therefore very special circumstances did not exist to justify the development.
