What decided it

The construction of four dwellings and associated hardsurfacing in place of the approved wildflower grassland habitat would prevent the delivery of the biodiversity enhancement secured by condition 10 of the 2018 permission, resulting in an unacceptable adverse effect on biodiversity.

The comparatively minor benefits of additional housing supply, economic benefits from construction and occupation, and one affordable dwelling did not outweigh the harm arising from the unacceptable effect on biodiversity.
