What decided it
The rear elevation has little visibility from the road or neighbouring properties, and the proposed modern fenestration and open lightwell would be substantially screened by existing and proposed planting, resulting in negligible or no harm to the character and appearance of the Totteridge Conservation Area.
The conflict with the Barnet Residential Design Guide SPD guidance against open lightwells was outweighed by the lack of significant harm to the conservation area arising from the proposed development.
