What decided it

The less than substantial but nonetheless considerable harm to the setting of the listed building, when weighed against the significant but not overriding public benefits of 5G coverage expansion, did not justify approval given the uncertainty about alternative site assessment and conflicts with the development plan.

The significant public benefits of upgrading electronic communications infrastructure and 5G coverage expansion were outweighed by the considerable harm to the setting of the listed building, minor harm to the Important Open Space, and uncertainty regarding alternative site assessment.
