What decided it

The eaves height of the extension exceeded the eaves height of the existing dwelling, failing to meet the mandatory limitation in GPDO Article 3, Schedule 2, Part 1, Class A, paragraph A.1(d), and therefore the extension did not qualify for permitted development rights.
