What decided it

The proposed development would not harm the character and appearance of the area, including the ASLC, as it would draw on elements of the built form in the area and be comparable in materials, front building line and height to the existing care home buildings it would be seen with.

The benefits of providing a 29-bed residential care home use (with an established fallback position from the previously approved scheme) and the removal of three bedrooms at 34 Chester Road to address previous concerns outweighed the less-than-substantial effects on character and appearance and neighbouring living conditions.
