The particularly close spatial relationship between the appeal property's driveway and the ground floor windows of adjacent dwellings, combined with the quiet suburban setting and the inherently more intensive pattern of activity associated with HMO occupation, would cause material harm to neighbouring living conditions that could not be adequately mitigated and significantly outweighed the modest housing benefits.
