What decided it
The existence of an extant and specific permission for the access arrangement from the previous outline permission (UTT/18/0750/OP), which had been accepted by the Council and not objected to by statutory consultees, was a material consideration of considerable weight that outweighed the Neighbourhood Plan's aspirational provisions for alternative access.
The benefits of housing delivery on an allocated site in a sustainable location, making efficient use of land and contributing to meeting housing needs in a district with insufficient five-year housing land supply, outweighed the limited harm from the proposed footpath diversion, which would not significantly reduce enjoyment or experience and would be only marginally longer than the definitive route.
