What decided it

The detached annex's failure to comply with LP policy GP.11, which requires residential annexes outside settlements to be physically attached to the main dwelling, combined with the significant harm to character and appearance through erosion of open land near the canal.

The limited weight given to the accommodation need for an elderly relative was insufficient to outweigh the significant conflict with development plan policies and the harm to character and appearance.
