What decided it

The proposal would exceed the 3% concentration threshold for adult gaming centres and payday loan shops in Policy DMP3, causing harmful over-concentration that would adversely affect the vitality and viability of Harlesden Town Centre.

The benefits of job creation, bringing the property back into use, and contributing to the evening economy did not outweigh the harm to the vitality and viability of Harlesden Town Centre and the harmful effects on neighbouring residential living conditions from noise and disturbance.
