The substantial harm to the character and appearance of the area and the AONB, combined with the lack of sustainable transport accessibility, provides a clear reason for refusal under paragraph 11d)i of the Framework that outweighs the moderate weight given to housing supply contribution.
The moderate weight given to housing supply contribution and limited weight to economic and social benefits were outweighed by the substantial weight given to harm to the AONB and character and appearance, and significant weight given to lack of sustainable transport accessibility and conflict with sustainable growth patterns; the application of AONB protection policies provided a clear reason for refusal displacing the tilted balance.
