What decided it
The significant and harmful conflict with Policy S6 arising from harm to the Settlement Gap, combined with the failure to achieve a well-designed place, outweighed the housing-related benefits.
Even assuming a shortfall in housing land supply and attributing substantial weight to housing, economic and affordable housing benefits, the very substantial weight given to the conflict with Policy S6 and the harm to the Settlement Gap, together with design harm, meant the adverse impacts significantly and demonstrably outweighed the benefits.
