What decided it

The stark and readily apparent difference in form and design of the proposed properties compared to the nearest units, which would fail to reflect local distinctiveness and harm the character and appearance of the area.

The modest benefits of adding one additional dwelling unit and making more effective use of the site were of insufficient weight to outweigh the identified harm to character and appearance and conflict with the development plan.
