What decided it
The proposed residential use would introduce an uncharacteristically suburban form of development that would appear inconsistent with and incongruous in its isolated rural surroundings, resulting in harm rather than enhancement to the immediate setting and failing to meet criterion 4 of Policy DM 22.
The modest benefits of housing supply and limited amenity improvements did not outweigh the harm to the site's rural setting and the resultant conflict with development plan policies relating to new dwellings in the countryside
