What decided it

The proposal would increase demand for roadside parking which would have an unacceptable impact on highway safety, contrary to Policy DM33, and this harm outweighed the benefits of improved staff recreation facilities and construction employment.

The benefits of improved staff recreation facilities and construction employment were of insufficient weight to justify allowing the proposal contrary to development plan policies, given the overriding harm to highway safety from increased roadside parking demand.
