What decided it

The material harm to the character and appearance of the Conservation Area arising from the conspicuous positioning of the garage and the likely loss of a prominent protected tree was not outweighed by the limited public benefits of the proposal.

The less than substantial harm to the character and appearance of the Conservation Area was not outweighed by the minor public benefits of short-term construction employment; the statutory duty to preserve or enhance the Conservation Area carried considerable weight and provided a strong presumption against the proposal.
