What decided it

The proposal's location approximately 220 metres from the settlement boundary, which fails to meet the 'immediately adjacent' requirement of Policy HOU04 and Policy 2C, is contrary to the spatial strategy of the development plan and this conflict outweighs the claimed benefits.

The significant weight afforded to the conflict with development plan policies on location outweighed the moderate weight of housing delivery, considerable weight of affordable housing provision, and limited weight of self-build and economic benefits.
