The material harm to the significance of the designated heritage asset (the Conservation Area's setting) arising from the proposal's impact on rural character and appearance would not be outweighed by the limited public benefits, particularly given the strong presumption in favour of preservation of designated heritage assets.

The benefits of delivering four homes (including one affordable unit) and minor economic benefits were outweighed by the significant harm to the character and appearance of the area and the associated harm to the Conservation Area's setting, which would not be justified under the Framework's heritage protection policies.
