The significant harm to character and appearance arising from the obtrusive siting and massing of the blocks adjacent to Cavendish Avenue and the loss of the tree-lined avenue character, combined with significant harm to residential privacy, demonstrably outweighed the significant benefits of housing delivery and specialist affordable housing provision.
The significant benefits of housing delivery, specialist and affordable housing for over 55's were significantly and demonstrably outweighed by the significant harm to character and appearance and harm to living conditions of nearby residents, resulting in the proposal not representing sustainable development
