Main issues, as the Inspector framed them

  • the effect of the proposed development on highway safety
  • whether the site is a suitable location for the proposed development having regard to accessibility to services and public transport

What decided it

The existing access has extremely poor visibility and the site's rural location with inadequate pedestrian and public transport accessibility would make it unsuitable for residential development and would conflict with development plan policy.

The limited benefit of adding to the housing mix was outweighed by the significant harm to highway safety and the unsuitability of the location in terms of accessibility to services and sustainable transport.
