The proposed dwelling would harm the character and appearance of the area by intruding into open, spacious, and mature rear gardens that form a key part of the area's character, appearing as an incongruous feature at odds with the established pattern of development.

The small but valuable contribution to housing supply and use of land within the existing urban area were given limited weight and did not outweigh the conflict with the development plan regarding harm to character and appearance.
