Main issues, as the Inspector framed them

  • The main issue is the effect of the proposed development on the character and appearance of the area.

What decided it

The Council's inability to demonstrate a five year supply of deliverable housing sites engaged the exception in Policy S5(1)(j) and meant the substantial benefits of the scheme were not substantially outweighed by the moderate harm to character and appearance.

The moderate adverse effects on character and appearance would not be substantially outweighed by the substantial benefits of up to 115 homes, affordable and self-build housing, open space and biodiversity gains, when assessed against the national decision-making policies in the Framework.
