What decided it
The summerhouse's prominent, top-heavy appearance on wooden stilts in a central, isolated position within the garden causes moderate harm to the open and spacious character of the Old Bursledon Conservation Area, and the private benefit to a sailing club does not constitute public benefit sufficient to outweigh this harm.
The less than substantial harm to the conservation area's character and appearance was weighed against the claimed public benefits, but the private benefit to sailing club members was found to lack wider public or community value and therefore could not outweigh the identified harm.
