What decided it
The proposal would fail to respect the established low-density character of the area, which is defined by houses with wide frontages and generous spacing, and would cause harm to the character and appearance contrary to the development plan and Framework paragraph 127.
The more efficient use of land in an accessible location was outweighed by the harm to the character and appearance of the area; the lack of harm in other respects (housing mix, neighbour amenity, parking, ecology, drainage, air quality) was neutral and did not outweigh the character harm.
