What decided it

The development would harm the character and appearance of the area by eroding the prevailing pattern of large two storey dwellings on spacious plots through piecemeal backland development, conflicting with the development plan.

Even if a housing land supply shortfall existed, the limited benefit of a single dwelling would be outweighed by the adverse effects on character and appearance and conflict with the development plan, so a presumption in favour of sustainable development would not apply.
