What decided it

The absence of technical evidence from a qualified drainage engineer to demonstrate that the decking would not increase surface water runoff in an area with pre-existing drainage problems.

The limited weight given to the appellant's personal and family benefits did not outweigh the potential harm arising from increased surface water runoff and drainage problems.
