The less than substantial harm to the Fernhurst Conservation Area and loss of the non-designated heritage asset of the existing dwelling was not outweighed by the public benefits, particularly given the availability of a fallback extension scheme that could achieve similar design benefits with less harm.
The less than substantial harm to the conservation area and the non-designated heritage asset, together with only modest public benefits (partial walled garden restoration and limited energy/economic/social gains), was found to significantly and demonstrably outweigh those benefits, so that environmental harm outweighed the economic and social benefits and the appeal was dismissed.
