conversion of function room within the public house to one two bedroom three person flat and one one bedroom two person flat
- Authority
- London Borough of Merton

Main issues, as the Inspector framed them
- the effect of the proposal on the vitality and viability of the public house
- the adequacy of living conditions for occupiers of the proposed dwellings with respect to noise, disturbance and privacy
What decided it
The absence of evidence to verify minimal demand for the function room and the viability of the public house on its retained floor area meant the proposal could undermine the diverse economic base and protection of public houses required by development plan policy and the Framework.
The modest benefit of two additional dwellings did not outweigh the harm to the vitality and viability of the public house and loss of social and recreational facilities for the local community.
