What decided it

The proposal would have a significant and adverse effect on the integrity of the River Camel SAC that could not be adequately mitigated, breaching the Conservation of Habitats and Species Regulations 2017.

The benefits of housing delivery, self-build provision, and compliance with the development plan were outweighed by the inability to satisfy the legislative requirements of the Habitats Regulations regarding the River Camel SAC.
