The proposal fails to meet the definition of rounding off under LP Policy HOU 05 as it would extend ribbon development into a distinct parcel of arable land beyond the clearly defined settlement boundary, rather than completing an incomplete group of buildings on already partially developed land.
The modest benefits in housing supply, self-build provision, housing mix, economic benefits, biodiversity net gain and public right of way improvements were significantly and demonstrably outweighed by the adverse impacts of conflict with the development plan's settlement hierarchy and distribution policies and the unsustainable location requiring car dependency.
