The loss of designated protected open space without replacement or compensatory provision, in an area with an identified deficiency in accessible open space within the Council's adopted 300m standard, conflicts with Policy DM25 and NPPF paragraph 99 and cannot be justified by the minimal housing benefits of 9 dwellings.

The adverse impact on the provision of open space in the area significantly and demonstrably outweighed the benefits of housing delivery, such that the presumption in favour of sustainable development did not apply
